Public-Private Partnerships and the Financial Sustainability of the Water Sector

Ensuring the financial sustainability of the water sector is of paramount importance to support economic growth and achieve the Sustainable Development Goals in the Mediterranean region. But public budgets alone are not sufficient to finance the large investments required to achieve national water goals. While different countries in the region have different positions about private sector participation in the provision of water services, the private sector also includes large water users, banks, and financial investors.
As economic growth has increased savings in most countries in the region, domestic commercial financial institutions are looking for opportunities to lend money to projects with appropriate risk/return profiles.

• How can private sectors actors contribute to the financial sustainability of the water sector?
• What policy environment is required for private sector actors to perform those roles?
• What are the opportunities to mobilise domestic commercial finance for water investments?
